An unemployed marketing executive lands a job with a covert government group that has been formed to provide an answer to OPEC's recent announcement of a severe price increase. A U. S. Senator, who plans to cash in on the price increase, attempts to thwart this plan using any means possible, including hiring a hit-man. An overzealous Arab oil minister attempts to arrange a secret land deal for the Saudis and runs afoul of the law, thanks to the efforts of a reluctant CIA agent.
