The coup detat begins to bubble when a Executive Contingency Plan is leaked that orders officials to euthanize prison inmates in the event of a major nuclear, biological, or chemical attack against the US. A Leavenworth convict, former Captain Ben Simon, jailed for illegal and covert intrigues in Nicaragua discovers the contents of the directive. Simon, well trained by the U.
