Inside the Oval Office a seasoned spymaster learns that a blackmailer has resurfaced from the Cold War days. With a race against time, the spymaster assigns Special Agent Ensign Nick McMasters for this intricate assignment. McMasters locates the blackmailer at a jazz festival in Mexico. The trick is to subdue the blackmailer with specially made state of the art newly developed mind-controlling lenses. The old spymaster, who orchestrated the assignment, talks to a Russian general about their Cold War blackmailer and their missing submarine. If the hypnotic state works, the blackmailer releases secret information. After which, McMasters desperately hunts for the moored Russian submarine in the coastal waters of Mexico.
