David Posner, an idealistic college student living in New Mexico, has lost both of his parents under suspicious circumstances. While both deaths were ruled accidental, David suspects foul play. David partners with his sister to investigate. Several attempts are made on David's life during the investigation. He begins to suspect that there is a sinister force at work behind the attacks, which he later discovers is called The Club.

David shares his information with Jack Gowan, a crusading senator investigating the biotech industry. Jack finds a number of obstacles that threaten the success of his investigation, including the deaths of his public relations manager and two senators.

The investigation implicates executives of a biotech company and the leaders of The World Help Fund in the criminal activities of The Club. Jack and David suspect these organizations are using a drug that allows them to gain control over the behavior of others. As a result of investigations by the FBI, the local police and the Senate, the unethical and illegal activities of The Club are curtailed. The Club, however, continues its efforts against those who would interfere with its quest for power and wealth.
