He earned his MA and Ph. D. at Michigan State University. His major emphasis throughout his career has been on organizational design, theory, and research. Dr. Angell was a member of the Police Community Relations Task Force of the President's Commission on Law Enforcement and the Administration of Justice and the State Law Enforcement Council in Oregon.
