When the Soviet Union dismantled its Communist government, it disbanded the KGB. One agent, who had spent most of his twenty-five year career in the Balkans, decides to defect. He sells a cache of weapons, retaining the proceeds for himself, changes his appearance, and decides to live in the Balkans, assuming local identity. With the assistance of a new lady friend he accidentally gets deeply involved in national politics and becomes a cabinet officer in the government. He foils an attempted coup and orchestrates a change in the presidency. He later visits the United States and finds himself in the middle of an attempted terrorist act at the United Nations Building.
