This is the story of Jane Addams of Hull House and Julia Grace Wales, Instructor in English from the University of Wisconsin - Madison, and their sailing dangerous seas to the Hague, Holland with 41 other women to participate in the first International Women's Congress prior to the United States entering World War I. Wales wrote a 'Continuous Mediation Without Armistice Plan' adopted by the Congress. It includes a worried President Woodrow Wilson who tries to keep the United States out of the war, but cannot do so.
