Cleo Washington is an average teenager. School, family, and friends are dominant in her world. She has always lived in an environment that is privileged and secure. Herb Greene is a handsome, unsympathetic, arrogant man. On the outside, Herb has courage and self-confidence, but he carries the weight of the world on his shoulders. His relationship with his mother is a relationship that Herb keeps hidden deep inside him. As a teenager, he got into a lot of trouble with the justice system. Making it seem impossible that he would become a cop later in life.
It would seem impracticable for these two to get together. The privileged daughter and the tough cop on the streets. However, the fact of the matter is that they were always together. Their relationship was that of family, friends, unwritten connections. However, a night in February 1985 changed all that. Herb came back into Cleo's life. She feared him but never understood why.
