Cooper was born in 1939 and raised in San Francisco. He's been married over 35 years and raised three children. Flynn received the Lord in the 1950's during the healing revival times. Saved under the late Apostle Howard Bagwell at the San Francisco Revival Center, he began his ministry on the mean streets of San Francisco. Pastoring as a young man in his 30's, he founded New Life Deliverance Center in San Francisco. He later began ministries in Santa Rosa and Tracy, California. In 1991, Great Expectation Ministries was born in Berkeley. And from there ministries in Antigua, San Bernardino, California and New York City manifested.
