Years of poverty and corruption have taken their toll, and the Mexican political structure is in turmoil. Border Patrol agent Sabin Wolf finds himself assigned to protect the leader of an emerging government in exile. The assignment places him in direct conflict with terrorist Hatem Fayyad whose mission is to disrupt the new government and assassinate the man trusted to Sabin's care. Sabin is forced to balance his personal battle with Fayyad against his duty to the Border Patrol and his desire to protect the woman and child he rescues from the flooding Rio Grande and harbors from authorities. When his mission fails, Fayyad races for the border, leaving a trail of innocent victims in his path. Determined to avenge the death of his partner, Sabin follows, unaware the mental strain which plagues the terrorist has finally overcome the cold professionalism that is his trademark. The hunter becomes the hunted as, obsessed with killing the man who has twice prevented him from completing his task, Fayyad stalks Sabin to his own home.
