Frank Bailey, the beleaguered head of the Police Special Investigations Unit, deals with a panicked city hall and the chief's office, when a person or persons unknown defecates on the mayor's desk. Bailey's off the wall unit of undercover operatives are pulled off a major sex offender surveillance to get to the bottom of the... well...
