The researcher's experience in the field of teaching methods makes him claim that EFL teachers do nothing more than testing listening comprehension. They just play the cassette and ask a few comprehension questions after listening. Most of these questions are answered by the best students; meanwhile, the majority of the students are just silent and sleepy. In this way the teachers test listening rather than teach it. Thus, the author proposes a model based on cognitive listening strategy instruction aids EFL teachers to teach listening in a structured way.
