This study is a cross-sectional study aims to recruit and retain doctors appropriately trained for practice outside Erbil city or in rural areas, and it attempts to point out the attracting factors and the problems of doctors to work in rural areas and district level. The study revealed that there is reluctance of doctors to live or to work outside Erbil City, which is a problem of health authority to provide health care in those areas. Most of the doctors that work outside Erbil City or in rural areas were not local people or not originated from their places of work. There is increased workload with low income of doctors in the studied areas. Also there is lack of scientific activity and scientific progression in the studied areas, and insufficient salary, lack of incentives and lack of private clinic.
