This book is the culmination of research done in the Philippines from 2008 to 2011. The study deals with the issue of unethical police conduct and police corruption and how this is merely a symptom of a wider corruption in society. While the context and research environment are specific to the Philippines, the key findings and conclusions here are applicable to the wider world of policing. Developing better ethical practice and governance in policing is a critical objective in today's times, given that police powers are expanding beyond the traditional areas of law enforcement and into internal security, surveillance, and multinational law and security enforcement. For societies whose police are relatively ethical, this is challenging enough. For societies where policing is mired in corruption, this is even more critical. It is hoped that this work will contribute towards better policing everywhere.
