Maternal morbidity and mortality has been one of the most challenging health problems facing the world over the years. The objective of this study is to evaluate the reference and counter-reference system in the Kambala health zone. Method: We conducted an analytical cross-sectional study on reference and counter-reference in the Kambala health zone for the year 2018. Our data were collected from patient records, registers, reference notes, literature review and analyzed using SPSS Version 23 software. Result: The reference rate in the Kambala health zone is 11%. Parturients with less than 4 ANC (OR: 7.9; P-value = 0.005) and those with a floating fetal head (OR: 5.7; P-value=0.017) were more likely to experience fetal distress than those with other signs.68.6% of parturients had no previous abortion, 29.4% had parity and 45.1% had a gestational age >= 6.
