The management of the pandemic in Morocco has many points in common with the rest of the world but retains its specificity that our work has tried to identify listing the various positive and negative of this management which is not exclusively health but also economic and social and especially requires an approach and governance in the field of security and safety. Each aspect of management has its value for the effectiveness of the measures adopted by those responsible at the central level and the executors at the peripheral level. These measures must involve the citizen and not infantilize him or her within the framework of collective awareness and mobilization through civil society. The authorities responsible for security and safety acting in the framework of the state of emergency are faced with the duality of restricting certain freedoms and respecting human rights. They are also exposed to the risk of contamination and remain mobilised after vaccination. Despite the problems linked to the production and reception of doses, this was one of the positive aspects of the management of the pandemic, making it one of the top 10 countries in the world.
