In November of 1936, Manuel Chaves Nogales, disheartened by the course of the civil war, decides to leave Spain and go live with his family in Paris. Once there he collaborates with both French and Latin American presses, and even begins a small publication about the current Spanish situation aimed at Republican exiles. Sabiéndose fichado por la Gestapo, pocos días antes de que los nazis entren en París en 1940, Chaves Nogales abandona la ciudad para dirigirse a Burdeos y desde allí a Londres, donde permanecerá hasta su muerte. En esta obra Chaves Nogales se sirve de sus conocimientos y de los múltiples testimonios a los que tuvo acceso en París para tratar de explicar las razones que llevaron a Francia a sucumbir ante el fascismo y firmar un armisticio con Alemania en junio de 1940.
