OECD countries have invested in the development of e-government services over the past 10 to 15 years. They have used information and communication technology to automate a broad range of internal functions, improve business processes within public organizations and across organizational boundaries, and deliver high-quality services to public and private end users. Despite an initial surge in use, however, adoption rates for these new services have been much lower than expected.
The report provides a comprehensive overview of the challenges in getting citizens to use e-government services and of the different types of approaches for improving the rate of participation. Formal measurement frameworks for evaluating user rates and examples of best practices are presented to illustrate different countries' approaches.
