The story takes place in the future. A racial revolution has taken place, with the result that white Americans are now confined to the central part of the present United State (an area known as the Inland Territories or Heartland), while people of color occupy the periphery, an area renamed the New United States of America. An electronic fence prevents people from one region entering the other region. In this strange environment, a man from the NUSA and a young woman from Heartland become involved. The consequences for the NUSA are dramatic.
