Martial arts action feature written and directed by Cheh Chang. Dissatisfied with his government, Chinese nationalist Mr. Gao (Chiang Ming) finds himself in possession of stolen contracts which expose the traitorous government's loyalties to Japan.
In the hope of making the information public, Gao plans to take the contracts to Hong Kong but is targeted by a government minister who calls for his assassination. To protect Gao, businessman Shen Gang Fu (Chen Kuan-Tai) sends the Shanghai 13 to accompany him on his journey. But along their dangerous path, Gao discovers there are traitors amongst those sworn to protect him...
